Extension of LA County Emergency Declaration

The LA County Declaration of Emergency has been officially extended through August 30, 2025.

Accordingly, the following rental pricing guidelines remain in effect under the local emergency protections:

  • For properties that have never been rented:
    The maximum allowable rent may be set at up to 160% of the HUD Fair Market Rent (FMR) for the unit size. To determine the applicable base rate, please consult the latest HUD FMR values available at: https://www.huduser.gov/portal/datasets/fmr.html#year2025.

  • For properties that have been previously rented:
    Rent increases are limited to no more than 10% above the most recent rental amount.

Property owners and managers should ensure all rental listings, rent adjustments, and communications with tenants or Housing Providers comply with these requirements while the emergency declaration remains in effect.

Note: The previous exemption for certain ZIP codes has been removed. This rule now applies countywide, across all areas of Los Angeles County.
